Finding that expected_output for routing teams causes issues

Specifically, the issues are in multi turn specialist agents that are members of a routing team. If the specialist needs to have a conversation with the user before finishing its task, the format of the forwarding tool is insufficient, and i had to write my own wrapper with a new tool description (which im not even sure really works yet). overall i think that changing the tool used here may benefit, unless theres a standard way to deal with this that im not familiar with
